Minutes of the monthly meeting of Goxhill Parish Council held at 8.00pm on Thursday 8th January 2009 at the Parish Room, Howe Lane.
Present: Mr M Gathercole (Chair), Mrs V Gorbutt (vice Chair), Mr I Ross, Mrs V Prestwood, Mr P Shields, Mr G Bradnum, Mr C Leaning, Cllr Wells, Cllr Clark, and 6 members of the public.

2. Declaration of Interest: The following councillors declared a prejudicial interest:

3. Public Participation/update from Ward Councillors/Police Matters
Cllr Clark and Cllr Wells did not have any further updates.
Next meeting of the Police Authority Neighbourhood Panel will be held on 12th January.
Emergency Plan Document – Mr Thornton gave a progress report on the plan, and explained that this will have to be steered by a parish council committee, and not a separate group as previously stated in the minutes. The plan will prove to be a major undertaking, both in its formulation and also continual review to reflect changing circumstances in likely emergencies, and contact details of those involved. Both Ulceby and Roos have completed their emergency plan, and Mr Thornton agreed to contact them with regard to the amount of work involved and the financial costs.
The Councillors thanked Mr Thornton for his hard work which was much appreciated. The issue will be taken forward by a committee once Ulceby & Roos have been contacted.
4. Minutes of the previous meetings and matters arising.
It was noted that the minutes of 4th December 2008 should read that the ditch opposite Chestnut Way was blocked, and not the street.
The minutes were otherwise agreed and signed as a true and correct record.
5. Planning Applications
2008/1684 Cook. Adjacent Chapel House, North End. Planning permission to erect a dwelling with integral garage.
After consideration of correspondence and representation by members of the public, a unanimous objection was made on the following grounds: not in keeping with, and overbearing of adjacent properties, height and size of dwelling in relation to position on the plot.
6. Accounts/Financial.
Recepts and payments, as per the attached, were agreed and signed
7. Precept 2009/10.
Mr Carnell addressed the meeting to outline the work already undertaken to the Memorial Hall, and also the anticipated costs to repair the roof.
Correspondence regarding donations was considered from: Goxhill pre school, All Saints Church, Millennium Green Trust and Goxhill Primary School, and the budgets for allotments, administration and donations were set as follows:

It was unanimously resolved to accept the recommendations and precept request from the Parish Council Committees as follows:
Cemetery Committee 11495
Parish Room 4270
Footpaths 1500
Playing Field 6515
After consideration of the statement of accounts, it was resolved to use £10000 of the surplus, to be split equally between the Memorial Hall repairs and cemetery planting scheme.
It was proposed and unanimously resolved that the precept request for 2009/10 should be set at £42810.

9. Highways/Environmental
There are several outstanding matters with the highways dept. Clerk agreed to forward details to Cllr Wells so he could follow them up.
The ongoing issue of the request for salt bins was discussed, and it was agreed that the highways dept should be informed that both Ferry Rd and Soff Lane are used by the school buses, as this may give both routes a higher priority.
10. Extra items:
(1) It was resolved that Mr Leaning would join the cemetery committee, and Mr Bradnum would be on the Cemetery and Parish Room committees.
(2) It was uanimously resolved to pass the recommendation of the Cemetery Committee and accept the quotation from Landscape by Design for the planting scheme. Clerk and Mrs Gorbutt to arrange a meeting on Saturday morning with Mrs Tucker and Mr Robertson to discuss the ground preparation work.
(3) It was also noted that the drain covers in the cemetery should be lowered to the level of the paths, and this will be followed up.
(4) Mr Gathercole thanked Mr Shields for his Gander article. Mr Ross suggested that the next article should request local tradesmen to submit their contact details to the parish council in they were available to undertake various maintenance jobs. Mr Ross/Mr Shields agreed to liase over the next article.
