
Minutes of the monthly meeting of Goxhill Parish Council held at 7.30pm on Thursday 5th February 2009 at the Parish Room, Howe Lane, Goxhill
Present: Mr M Gathercole (Chair), Mrs V Gorbutt (vice Chair), Mrs B Bruce, Mr I Ross, Mrs V Prestwood, Mr C Leaning, Mr T Shepherdson, Mr G Bradnum, Cllr Wells, Cllr Clark and 4 members of the public.
1. Apologies for Absence.

2. Declaration of Interest:
Mr Ross declared a prejudicial interest at item 9.
3. Public Participation/update from Ward Councillors/Police Matters
Cllr Clark and Cllr Wells did not have any further updates.
Members of the public spoke of their dissatisfaction with the planning dept’s response to their complaint regarding the development and appearance of an “agricultural barn” at Butterswood, Soff Lane. The Chair & councillors agreed that they did not support this development and would raise the matter again with the Chief Executive.
Stuart Smith spoke of the problems regarding the poor state of the football pitch and other teams being allowed to play on the field. Cllrs agreed to look into the drainage problems, but explained the costs involved, and requested that the football team made an effort to co- operate more with the council over fixture lists and not littering the ground.
4. Minutes of the previous meetings and matters arising. The minutes of the meeting held on 8th January 2009 were agreed and signed as a true and correct record. There were no matters arising.
5. Planning Applications
2009/008 Ruddy Sunnyside Cottage, North End.
Planning permission to retain a detached domestic garage. No comment or objection
2009/0075 Foulston Spring Farm, Chapelfield Road.
Application for determination of the requirement for prior approval for an agricultural building. No comment or objection.
Planning Applications Refused
2008/1684 Cook. Adjacent Chapel House, North End. Refusal of planning permission to erect a detached house
2008/0977 Firth Poplar View, Soff Lane. Refusal of planning permission to erect a replacement dwelling and detached domestic garage
2008/1614 Bennett The Hallands, Thornton Road. The Hallands, Thornton Road. Refusal of planning permission to erect a detached bungalow with reception and a detached cattery building.
6. Correspondence
1. NLC. The request for an £85 fee to discharge planning consent was considered. It was agreed to write to the Chief Executive pointing out that the parish council did not wish to pay a retrospective charge on improvements made to land that it rented from NLC.
2. Wooton Parish Council. It was agreed to support the protest to raise awareness of the flooding problem underneath the M180 bridge between Wootton and Elsham Top.
3. Highways Dept. Following a site visit, the Highways Dept are unable to erect the Children sign on Ferry Road and the 7.5t limit on Chestnut way. After discussion, it was agreed to conclude this issue, but to request that all junctions are brought upto standard with white line markings.
4. Footpaths Officer. Following a site visit, the landowner has been requested to remove the barbed wire alongside the fenceline on FP54. The surface of FP62 is badly worn and a quotation will be obtained for repair work. The rail track and broken gate have been reported to Network Rail and will be reinspected at the end of this month.
All Saints Church have been contacted regarding the possible upgrade of FP67 to a bridleway.
7. Memorial Hall.
It was noted that the Memorial Hall weekend had been a great success. Mr Carnell outlined the committee’s latest funding applications and asked if the parish council would provide third party funding from their precept allocation. This was agreed. Clerk to write letter of confirmation.
8. Highways/Environmental.
The problem of parents trying to exit the school car park whilst children were in the area was discussed. It was felt this was a matter for the school governors to take action on.
9. Updates from Committee meetings.
Cemetery – The cost of ground work, removing tree stumps and lowering the drain covers was estimated to be approx £3000. After discussion, it was felt that the ground work needed to progress otherwise the planting scheme would be put back another year. It was proposed by Mrs Gorbutt, seconded by Mrs Bruce that the work should proceed, and this was carried.
Mr Ross declared a prejudicial interest and did not take part in discussions
Parish Room – it was agreed to accept the library lease with the removal of the clause allowing the parish council out of hours use of the computers. The room is required for the European Parliamentary Election on Thursday 4th June and an alternative venue will be required for the parish council meeting. Clerk to see if the Memorial Hall is available.
10. Gander article. Mr Ross has written the article regarding a register of local tradesmen. Clerk agreed to prepare a list of trees and shubs to be used in the cemetery planting scheme in case people wished to make donations.
11. Freedom of Information. The model scheme as provided by the Information Commission’s Office was adopted. Photocopying charges to be in line with Newton Printers and current hourly rates for clerk’s time.
12. Accounts/Financial. Recepts and payments, as per the attached, were agreed and signed. Due to the non-responsiveness of Lloyds TSB, it was agreed to continue with the Co-operative Bank Account and the mandate for additional signatories was signed.
13. Housing and Employment Lane Allocations. It was noted that under the 2nd stage draft map of Goxhill, there would be no extension of the development boundary. There were no further comments for the planning department. There will be a public consultation event at the Assembly Rooms, Barton between 4-8pm on Friday 13th February.
14. Any other business and date of next meeting. There being no further business, the meeting closed at 8.50 pm. Next meeting to be held on Thursday 7th March 2009 commencing with committee meetings at 7.00 pm.
