Minutes of the monthly meeting of Goxhill Parish Council held at 8.000pm on

Thursday 5th March  2009 at the Parish Room, Howe Lane

 

Present:  Mr M Gathercole (Chair), Mrs V Gorbutt (vice Chair), Mrs S Bruce, Mr I Ross,

Mr G Bradnum, Cllr Wells, Cllr Wardle, Cllr Clark and one member of the public.

Declaration of Interest

Mr G Bradnum – item 6, PA 2009/0137

Mrs V Gorbutt – item 6,  PA2009/0167

Public Participation/update from Ward Councillors/Police Matters   Mrs Bloomfield spoke at item 6 regarding PA 2009/0137.

Mr Gathercole had attended the North Lincolnshire Scrutiny Panel for the Neighbourhood Action Team, and positive feedback had been received regarding the Ferry Ward team.

Minutes of the previous meetings and matters arising  The minutes of the meeting held on 5th February 2009 were agreed and signed as a true and correct record.

Accounts/Financial

1.     Receipts and payments, as per attached list, were agreed and signed.  The Memorial Hall bills are to be deducted from the 2009/10 precept as previously agreed.

2.    Bank Account.  All paperwork to be submitted to the clerk asap..

Planning Applications

 

2009/0167

Wolsey Homes

Adj Ruards Lodge, Ruard Lane.  Planning permission to erect a detached dwelling.    Objection:  The width of FP63a shown on site plan is not in accordance with the Definitive Map.

 

2009/0137

Baxter

The Pond House, 1 Farrows Pond.  Planning permission to erect one detached three-bedroomed house.   Objection: This application cannot be supported whilst the planning moratorium is in place.

Correspondence.  

 

1.    NLC.  A reply to the request for fee waiver, stated that it was not a discretionary matters, and the fee was set by national planning lesiglation.  It was agreed to pay the £85 fee at the next meeting.

 

2.    S Driver, NLC.  Reply re: agricultural barn, Butterswood.stated that the building must be regarded as a barn until a change in use can be proven.  The situation will be kept under review by the enforcement officer.

Memorial Hall    There were no issues regarding the Memorial Hall, other than funding bids being submitted, as outlined by Mr Carnell at the February meeting.

 

9.

Highways/Environmental

It was agreed to write a letter of thanks to Barricks Haulage for gritting Soff Lane during the winter.  The issue of a salt bin in this area will be raised again with NLC, as this is also a school bus route.

The Highways Dept will be informed of the new entranceway onto Manor Lane to ensure it complies with highway safety.

A request is to be made to the Highways Dept to repair the numerous potholes on village roads.

Clerk to contact Thornton Curtis PC regarding the potatoes sign which is obstructing driver vision at the Thornton junction.

 

10.

Gander Article – Summer Edition   All councillors to provide articles/ideas for the Summer edition of the Gander.

11.

Any other business and date of next meeting.    There being no further business the meeting closed at 8.50pm.    Next meeting to be held on Thursday 2nd April, commencing with the Annual Parish Meeting.
