2. Public Participation/Update from Ward Councillors Mr Thornton gave an update on the flooding survey. This work has been recognised at national level, and the group presented with a plaque for their efforts. A further questionnaire is now planned to ensure that all residents have the chance to record evidence of flooding or raise concerns about particular areas of the village. A special flooding follow-up meeting for Town and Parish Councils is to be held at Pittwood House on 20th March.
3. Declarations of Interest Mr M Carn & Miss H Sugden – prejudical interest in planning item 2008/0090.
4. Police Matters. There were no members of the police present. Mr Gathercole reported that the Neighbourhood Action Team meeting had gone well and Mr Carnell confirmed that the increased police presence had improved matters at the Memorial Hall. Unfortunately, the vandalism has continued at the Airfield Memorial with the attempted removal of the propellor and the bin set on fire. Neighbourhood Services have agreed to provide a fire proof bin when one becomes available. The next meeting of the Barton & District Police Neighbourhood Panel will take place at 7pm on Monday 10th March at Baysgarth House – members of the public are welcome to attend.
5. Minutes of the previous meetings and matters arising. Minutes of the meeting held on Thursday 3rd January 2008 were agreed and signed as a true and correct record.
6. Accounts 1. Receipts and payments, as per attached list, were agreed and signed.
7. Current Correspondence. 1. Highways Dept. Street signs. Highways Dept will provide a “chapel” sign at the junction of Chapel St/Howe Lane; however they cannot find a suitable location for the “church” sign due to road layout and proximity of houses. After discussion, it was agreed that all councillors should identify a list of possible locations for the church sign to be brought to the next meeting. 2. N Lincolnshire Homes. As no reply has been received to the 2 written requests for bramble clearance and tree pruning alongside the playing field, Cllr Clark provided a telephone number for the clerk to pursue this issue.
8. New Correspondence 1. NLC Planning Dept. The recommendation of the planning committee to refuse residential development in Goxhill where it might exacerbate the drainage problems, was welcomed by the Councillors and all those present. This is an exceptional measure due to the problems caused by the village’s combined surface and foul water system, and will remain in place pending a review of the sewerage system by Anglian Water.
9. Planning Applications 2008/0079 Roberts Wendover Cottage, Greengate Lane. Planning permission to form dormer windows in existing roof, attach open sided veranda, detached domestic garage and construct a vehicle access. No comment or objections. 2008/0047 Wilkinson Adjacent Springarth, North End. Planning permission to erect a detached dwelling. Letter of objection was read out and noted; however there were no comments or objections. 2008/0090 Carn The Hall, Howe Lane. Planning permission to convert day nursery into 2 self-contained flats with associated parking. No comment or objections. Mr Carn and Miss H Sugden declared a prejudical interest and left the room without taking part in discussions. Planning Applications Withdrawn 2007/1989 Taylor Adjacent to Animal Farm, North End. Outline planning permission to erect one detached domestic dwelling with garage. 2007/2026 Mc Donald Rear of Kingswell, Westfield Road. Outline plannng permission to erect a single storey domestic dwelling. Planning Applications Granted 2007/1934 Gossop Glebe Farm, Horsegatefield Road. Full planning permission for retention of bio-diesel fuel production unit. 2007/1921 Batty Old Post Office/Newsagents, Howe Lane. Full planning permission for change of use to deli and sandwich bar. 2007/1896 Burns J&J Equestian, Thornton Road. Full planning permission to erect a detached bungalow in connection with equestrian facilities. 2007/1621 Keigar Homes The Orchard, Thorn Lane. Approval of reserved matters to erect 3 detached, 5 bedroomed houses and garages with associated access. 2007/1742 Cray Southfield, Stothards Lane. Full planning permission to erect a detached dwelling and detached double garage. 2007/1857 Pearson 12 The Close, North End. Full planning permission to erect a two storey extension.
10. Footpaths
The claim for the addition of a footpath from King St to Churchside has been dismissed on the grounds that there is no definitive line from which to start at the car park area. Members of the public and cllrs agreed that this was due to the trodden in path being lost when the car park was gravelled and it would be a shame for the claim to fail because of this. Cllrs agreed to look for other residents who could confirm long term usage of the path alongside the railings and that an appeal would be made to the decision for dismissal.
11. Parish Room .
1. Wayleave Payments. The missing wayleave payments were found to have been paid into the All Saints Church account. It was agreed that the parish council would not ask for the money to be returned, but that YEDL would be informed of the correct account details for all future payments. It was also agreed that YEDL would be requested to adjust the position of the cables so they didn’t take up the car park spaces. If YEDL cannot comply, the clerk was instructed to give notice to terminate the agreement.
2. Heating. The bill for renewing the boiler pump and a replacement radiator was £230, and all agreed that Mr Fallen had provided an excellent service. There is still a small area of damp on the library floor that needs investigating before the new carpet is laid.
3. Insurance Claim. All three carpets were damaged during the heavy rains in January. This was due to sewage backing up in the surface water soakaway and flooding into the building. Mr Gathercole had cut out the damaged sections and it was agreed that the clerk should arrange the repainting of the skirting boards and library ceiling should before any new carpets are laid. An insurance claim has been submitted for the carpets.
13. Cemetery
1. The service level agreement for the new groundsman was read through and signed by both parties.
2. Landscaping. Jackie Tucker has very generously drawn up a landscape design for the cemetery, together with the costings for plants. It was agreed this should be looked at in depth at the next cemetery committee meeting and that a notice could be placed in the Gander to see if people would be willing to donate trees or shrubs.
3. Water Pipe. Deferred until the next cemetery committee meeting when the cost should be known.
4. Review of Fees. A full fee review was carried out, using a comparison of fees charged by North and North East Lincolnshire. The proposed new charges will be drafted and clerk requested to get independent advice before submitting them to the next Council meeting.
5. Memorial application in respect of Mr Birkett was approved.
14. Memorial Hall. Mr Carnell provided a copy of the survey carried out in 2000, showing the schedule of work needed for the Hall. After discussion, it was decided to see if advice could be sought from organisations which may provide a further up-to-date survey free of charge, as the cost for independent surveyors will be approx £800 –1000. It was resolved to accept a quotation from Steve Carter for tree maintenance at the rear of the Hall, which will be an advance payment from the 2008/09 precept funding. There are still problems caused by the roofing contractors – Clerk to request the company to contact Mr Carnell for a detailed description of the work.
15. Gander Webpage. The Gander is due to go on-line in April at an approximate cost of £600, and Adam Ellis has agreed to provide a page for the Parish Council where information, agenda and minutes can be displayed free of charge. However, if the cost proves too high for the Gander the parish council service may either be withdrawn, or a donation will be requested.
16. Environmental/Highways. The following problems will be reported to the various authorities: Potholes – The Square, Stothards Lane, Greengate Lane, Westfield Rd Litter/fly-tipping at Gatehouse Crossing Car driving across and parking on ornamental verge, North End. Vandalised telephone boxes – outside parish room and North End.
17. Closure of Goxhill Darby & Joan Club. A public notice has been displayed on the parish council noticeboards for 2 weeks advertising the closure of the Club and transfer of funds not in excess of £250 to the Memorial Hall Account.
18. Staff Contracts – deferred until next meeting.
19. Publications, Date of Next Meeting and Any Other Business There being no further business, the meeting closed at 9.35pm.
Next committee and full council meetings to be held on Thursday 6th March.
