Minutes of the monthly meeting of Goxhill Parish Council held at 7.30pm on Thursday 3rd April 2008 at the Parish Room, Howe Lane.

 Present:            Mrs V Gorbutt (Chair), Mrs S Bruce, Miss H Sugden, Mr M Carn, Mr P Shields, Mr I Ross, Mrs V Prestwood, Mr T Shepherdson, Cllr D. Wells, Cllr J Wardle, Mr D Carnell (rep Memorial Hall) and 3 members of the public.

Apologies for Absence  Mrs Stillyards, Mr Leaning and Mr Gathercole (present from item 14 onwards)

Public Participation/Update from Ward Councillors    Cllr John Wardle gave a brief update on the survey by Anglian Water, which is progressing well.

Declarations of Interest

Mrs Bruce informed the Council that planning application 2008/0304 had been withdrawn.

Police Matters.  There were no members of the police present.

Minutes of the previous meetings and matters arising The minutes of the meeting held on Thursday 6th March 2008 were agreed and signed as a true and correct record.

Accounts 

1.    Correspondence from Mrs Plumtree.  The request for the precept grant of £500 toward

       redecoration of the Methodist Church was agreed.

2.    Receipts and payments were agreed and signed.

Current Correspondence.

 

1.   Highways Dept. Telephone response.  The blocked street drains outside Ashbourne, Howe Lane have been investigated and require further work before the blockage can be cleared.   A new street sign has been ordered for St Michaels Court.

 

 

8.

New Correspondence  

 

1.   Mrs J Whall.  Letter of thanks on behalf of Goxhill Pre School.  Noted

 

2.   Mrs L Thompson.  Letter of thanks on behalf of 1st Goxhill & Barrow Scout Group.  Noted

 

3. Highways Dept.  Requests for comments on Highways Encroachment Policy (including Public Rights of Way.  This was delegated to Mr Gathercole, as Chair of the Footpaths Committee, for further action.

 

4 .Centrica Energy.  Information on group visits to Killingholme Power Station – it was agreed this would be forwarded to the Brownie and Scout Groups.

Planning Applications

 

2008/0304

Bruce

1&2 Cartvale Industrial Estate, Soff Lane.  Planning permission to erectan industrial building and office block to include the demolition of existing outbuildings.   Withdrawn.

 

2008/0335

Anderson

Red Cottage, Ferry Road.  Planning permission to erect a two storey side extension and erect a single storey rear extension.  No comments or objection

 

2008/0434

Wharton

9 Abbeygarth Villas, Thorn Lane.  Planning permission to erect conservatory to rear of property.  No comments or objection.

 

 

 

Notification of Planning Appeal

 

2007/1636

Burton

Land to rear of Ye Olde Blacksmiths.  Outline planning permission to erect 2 detached dwellings (layout, scale and access not reserved for subsequent approval).  Noted, the Parish Council objection remains as prevously stated.

Footpaths.

Claim for addition of footpath to definitive map King Street–Churchside.  An appeal has been submitted on the claim for this path.  Correspondence from PROW and Planning Enforcement Officer confirmed that planning permission was required for change of use to allotments on the land designated LC11 on Kings Street and also that the line of the path should not be disturbed whilst under appeal.  Clerk agreed to research legislation on right of way  and forward to Church Warden.

Any other footpath matters.   Clerk to notify ProW of further fly tipping on Nan Brigham, and also to request a revised quote from Fauldings for lower posts on Green Ramper.  Mrs Bruce agreed to ask Barton Mowing Services which height would be better for the mowing machine.

Clerk to obtain more copies of the footpaths booklet for Mr Carn and Mrs Prestwood.

Memorial Hall   The AGM will take place on Wednesday 16th April.  Members of the public are welcome to attend.  Mrs Prestwood agreed to attend on behalf of the Parish Council.

Mr Carnell gave an update on repairs carried out.  A grant has been obtained for a new CCTV camera, which will be able to monitor and record those reponsible for the continual vandalism.

Gander Webpage  The Gander webpage is up and running with links to the Parish Council.

Environmental/Highways  The worsening situation on potholes will be reported to the Highways Dept, particularly those on Barrow Road, The Square, Stothards Lane, Horsegatefield Road.

Clerk to request the Dog Warden to meet/talk with Mr Ross on the dog fouling problem in Goxhill.

Staff Contracts  Mr Gathercole,  Mrs Gorbutt and Mr Carn agreed to approach the relevant staff regarding their contract situation.

Publications, Date of Next Meeting and Any Other Business

 

Mrs Gorbutt agreed to arrange the removal of the drainage ditch spoil on the playing field

North Lincs Council to be approached about clearing out the ditches on Green Ramper

 

Clerk to contact Mike Wilson regarding the parish room drinks machine

Clerk to contact Traffic Commissioner’s Office regarding the increase in early morning HGV movement to the airfield.

 

All councillors wishing to be a signatory on the account are to contact Mrs Prestwood.

There being no further busines, the meeting closed at 8.50 pm.  Next meeting to be held on Thursday 1st March.   This will be the Annual Meeting of the Parish Council with election of Chair, vice Chair and Committee members.
