Minutes of the annual meeting of Goxhill Parish Council held at 8.00pm on Thursday 1st May 2008 at the Parish Room, Howe Lane.

Election of Officers and Representatives   Officers, committees and representatives of the parish council were elected as shown below:

 

Chair.                                     Mrs Gorbutt propsed Mr Gathercole as Chair and this was                                                    unanimously resolved.

Vice Chair:                            Mr Leaning proposed Mrs Gorbutt as vice Chair and this                                                       was unanimously resolved.

Declaration of Acceptance of Office and New Chair’s Comments  Mr Gathercole accepted the office of Chairman for a further term.

Public Participation & update from Ward Councillors  Cllr Clark confirmed that the Highways had cleared the standing water in Stothards Lane, and it was agreed that a letter should be written to request that sunken drain is investigated.   Also a request had been made for the speed limit on Thornton Road to be reduced from 60 – 40.  After discussion, it was decided that it would be better to ask for an extension on the 30 mph limit from its present location down to the College Road crossroads.

Police Matters

The Chair read out a Neighbourhood Action Team meeting summary.  It was also noted that there have been a lot of thefts on open windows and also garages.

Minutes of the previous meetings and matters arising The minutes of the previous meeting were agreed and signed as a true and correct record.  There were no matters arising.

1.    Receipts and payments, as per attached list, were agreed and signed.

1.  Request for street signs (Church & Chapel).  Ongoing.

1.  A Copy of correspondence to Cllr J Parsons, Keyingham re: Humber flood defences was noted.

Planning Applications.

Marshlands Farm, Chapel Field Rd.  Planning permission to continue the use of property as 2 x 3 bedroomed dwellings and 1 x one bedroomed dwelling.  No comments or objection

Sunny Bank, North End.  Planning permission to erect a detached dwelling.  No comments or objection

White Rose Farm, Ferry Road.  Planning permission to retain the siting of a mobile home.  No comments or objection

J&J Equestrian, Thornton Road.  Planning permission to retain the change of use of part of land for storage of mini diggers, overnight parking of commercial vehicle and to include retention of existing stables, stroage container and 2 security lights.  No comments or objection.

Mr Shepherdson declared a prejudical interest and left the room without taking part in discussions.

Red Cottage, Ferry Road.  Full planning permission to erect a two storey side extension and single storey rear extension.

The Hall, Howe Lane.  Full planning permission to convert day nursery into 2 self contained flats with associated parking.

Greenacres, Churchside.  Full planning permission to erect a detached dwelling.

Memorial Hall.  The Memorial Hall AGM has taken place with Mr Leaning elected as Chairman for a further year.  Due to Mrs Gorbutt taking on the role of Pre-School Representative, the Parish Council position will have to be filled on an ad hoc basis for the next meeting.

 

 

13.

Allotments update   Only one plot remains vacant on the allotments site.  Complaints have been received about people letting their dogs loose, and Mr Gathercole agreed to deal with the person identified.

It was also agreed that sheds may be erected on allotments provided they do not exceed 10 x 6ft, with a maximum height of 8 ft.  Colour must be restricted to brown/green.  Fencing (not barbed wire) upto a maximum height of 3 ft will be permitted around individual plots.

 

 

14.

Highways/environmental   

The following matters will be reported to the highways dept:

Unsatisfactory new tarmac by the bridge on Ferry Road, and also the edges of Barrow Road

Verges on College Road junctions of Soff Lane and Thornton Road need cutting.

Road signs - Gatehouse Road still not repaired, The Square road sign missing.

New accesses have been created onto the Chapel Field highway.

 

Clerk to request Pete Bunyon to see if he can repaint the Goxhill Village Sign.

It was agreed that some flower planters would be appropriate under the village sign, and it was agreed to approach Jacky Tucker to see if she would plant them in return for an advertising plaque.  Clerk to get costs of planters for next meeting.

 

 

 

15.

Gander Dates & Articles   It was agreed that the Parish Room hire rates should be published, and also a request for the public to donate trees/plants for the cemetery planting scheme.

 

 

16

Date of Next Meeting and Any Other Business   There being no further business, the meeting closed at 9.10 pm. Next meeting to be held at 7.30 pm on Thursday 5th June 2008.
